OBS is on v19.

OBS is on v19.
It can't still be used as 'webcam filter' (Virtual Webcam) as ManyCam or programs like that, or is just me who can't figure how to set it up properly?
After all it can be used to stream, why not as VC?

No disrespect but...the short answer is simply because the developers have not designed it that way. As to why they made that decision... you'll have to ask them.

  2. I think OBS was created by and for gamers who want to stream their gameplay on YouTube, Twitch, etc. and since they are mainly teenagers or younger they can't afford Wirecast or the other paid programs. Virtual webcam isn't really part of that core mission. They have a way to request features though and the all-volunteer developers look at that as they improve the product. You should check that out and give that request a bump.

  3. If I'm correct you can multiple instances of OBS running to different places (youtube, fb, twitch) but it starts to add up eventually on your system and bandwidth. I think you can use some virtual cams WITH obs, although I haven't tried yet. I saw a person doing it with all open tools broadcasting with multiple inputs and outputting to multiple places with OBS but I'm still learning how it's done. I guess at some point it just become worth it to invest in a different program and using a restreaming service possibly :(
